Developing an M&E plan (or framework) is a critical part of planning for your strategy. It starts at the outset and continues right throughout implementation to reaching your goal and even beyond. For this reason, the ASSESS module supports the other modules:

The focus of the framework
The M&E plan will focus on how you are achieving your strategic goals and objectives, and help you to assess whether you are reaching your target audiences.
The plan will help you assess:
- How well you have IMPLEMENTED the strategy.
- Whether your PARTNERSHIP is working well.
- How you are REACHING your target audience.
- How EFFECTIVE your strategy and plans are.
- Help you to evaluate how well you are MAINTAINING the momentum of your strategy and the change you hope to achieve.
We call this the M&E Framework, and we’ll explain each step in more detail in the next section. This tool is flexible and can be adapted to different settings and situations, depending on your specific goals and your strategy.
ESTABLISHING A BASELINE
It is important to gather baseline data about what you’ll want to monitor and assess so as to be able to track the impact of your A&C strategy as you go along.
A baseline is another word for your starting point – what do things look like before you start trying to effect change? If you have measured that, when you return to measure the same thing again you’ll be able to establish what the difference is that you’ve made.
Additionally, your Gap Analysis is useful as a baseline for monitoring progress towards goals.
